Dear deputies, esteemed presidium, dear invited staff. Today I am here spontaneously; obviously, I ended up at your session today, although I always want to be present. But yesterday, unexpectedly, I received an invitation for a talk with Serhiy Mykhailovych on some very important and serious issues. I want to inform you all that this conversation took place, and I am glad about it, because it was the city council staff who brought about this situation regarding the property. But Serhiy Mykhailovych, I sincerely thank you for listening to me. We worked normally for more than five years. We had no disagreements. And I think things are working out, we have reached an understanding and we will—pardon me, please. But I just want to say, as the question of allocating funds will arise today, I want to bring to your attention that it is the end of the year and other communities have allocated funds to us. The Khoroshiv City Council has not allocated a single kopek today. And in connection with that, I just want you to look, please, well, it's a difficult season right now. I simply want to tell you how much funding the district council has attracted to support Khoroshiv residents, internally displaced persons, and families who have found themselves in difficult life circumstances. We are working with a Spanish firm. You all know this well.

We write about it on our websites and we work openly, we work with the village elders. I always make sure to inform the mayor or their staff, because we do ask for premises.

Therefore, I want to tell you, for the year 2025, I am reporting everything to you in monetary terms, because this Spanish firm controls it, allocates the funds, and gives us a report in currency. So, I want to tell you that in 2025 within the Khoroshiv community, cash certificates were issued to people totaling 14,200. Easter food baskets for 30,000, food kits for 82,500.

Medical certificates for 96,000, hygiene kits for 45,000, and special hygiene kits for 13,000. Psychologists, lawyers, and social workers always work with us. A great many people reach out, and they provide individual consultations to people. There is a very high demand for these specialists.

Very worthy employees travel with us and help people. In cooperation with the Red Cross, the amounts are also large, but not in figures, not in figures. They do not report to us in sums. And so I want to tell you that through the Red Cross we received hygiene kits, bed linen, blankets, pillows, and food kits. All of this has been distributed to people. There are lists, there are signatures of people with phone numbers, passport data, and ID codes. We report clearly. Therefore,

dear colleagues, in 2025, 759,665 UAH was attracted by the district council. That is just from the Spanish side for 2026. For the year 2026. First of all, we have expanded our cooperation, adding two more communities: Pyriatyn and Hrebinka. So, we are now working with Lubny, Khorol, Pyriatyn, and Hrebinka. For the Khorol community, food parcels worth 54,684 have already been issued in 2026 hryvnias. Cash vouchers worth 446,250 have been issued and processed for people. Medical personnel training was conducted at the expense of the Spaniards. This means

that medical vouchers for people to use at the Podorozhnyk pharmacy are already ready. Each voucher will be worth 4,500. There are 100 such vouchers, totaling 450,000. And support for medical facilities. 400,000 is allocated for this. The chief doctors are present here, and they know what we have planned. We planned to purchase new gynecological chairs for the gynecology department and purchase computer equipment. The Spaniards aren't very keen on computer equipment, but I think we will resolve the issue and buy you

the computer equipment, Lev Mykolaiovych. For now, there seems to be an understanding. In case they don't agree, you will order something else with your 200,000 and get it. Therefore, dear colleagues, I haven't even mentioned the Red Cross yet, because we

constantly have kits there to issue to people. People always reach out to me, and I ask you to reach out as well.

Therefore, in 2026, such funds were provided, but their fiscal year ended in March, with almost 2 million for each community. So, dear deputies and guests, so you don't think that the district council of five people is busy with goodness knows what, despite our

powers, we are also doing such a huge amount of work. It involves engaging people, preparing reports, inviting them, finding 100 people, and issuing certificates from the number of how many we have...how many internally displaced persons we have. Practically

everyone needs this help. We provide assistance to vulnerable categories. This includes lonely people, pensioners, families in difficult life circumstances, and internally displaced persons. So, dear colleagues, I sincerely thank you; if you support me, we will live in harmony, and in the

Good day to everyone. Dear deputies, the following draft decision is proposed. The City Council has decided to suspend the educational process at Novachyska Primary School from September 1, 2026. The Department of Education, Youth, and Sports shall ensure the transfer of material assets

for use according to their intended purpose to Khoroshiv City Council educational institutions as needed. To maintain proper order and preserve communal property, provide security for Novachyska Primary School and maintain the appropriate sanitary condition of the territory. Assign the organization

of this decision's execution to the Department of Education, Youth, and Sports, and the monitoring of its execution to the standing committee on healthcare, education, culture, youth policy, and sports. As of September 1, 2026, there are no students or staff

providing the educational process at the institution. At the same time, Novachyska Primary School, as an educational institution, is not being liquidated, reorganized, or changing its type. Adopting the decision to suspend the educational process is necessary to officially regulate the

actual state of the institution's activity, ensure proper management of communal property, and prevent inefficient use of local budget funds.

The purpose of adopting this decision is to normatively regulate the actual state of Novachyska Primary School's activity, record the actual absence of students, ensure proper maintenance and preservation of the institution's property, ensure efficient and rational use of local budget funds, and enable

the founder to make further decisions regarding the educational institution, taking into account the actual situation. Dear deputies, I urge you to support this decision. It is absolutely necessary.

Tell us, what is the threat if we do not approve the school decision? There are no children in the school at all.

We have created a situation where there are none now. Of course, the kids ran off, of course, the kids will go where there is space. But why is it October already, and we are talking about school, when this should have been done

in June? And who is to blame then? The deputies voted. Stanislav Mykolayovych, esteemed colleague, I have a comment.

Thank you. The academic process begins on September 1st. The network is formed by September 5th. Parents choose the educational institution. As of September 1st, there were no students enrolled. We have records of where these children went to study. After

four years of distance learning, they went to study at the Novorihivskyi Lyceum. It provides transportation, shelter, free meals, a gym, classrooms, and other conditions for children's learning. The parents made the right choice in the best interest of the

children. there are no staff members for the facilities. Also, if we do not vote for it, the educational subvention will be calculated.

You know how many children there are, and even when it was a first-to-second-degree school, out of nine classes, there were only two full ones; the rest were individual learning forms, and the educational subvention is calculated by a formula.

Oleksan. Let's do this. If we don't vote, the subvention won't be received at all here. Briefly tell us, please, what you are growing there will be a subvention, it has an impact. We are pulling resources from those schools, the head of that

gymnasium is present, you understand? The calculated class size is 14. Our community average is 12.9. We are not managing; we are using these schools to support other schools that could develop better. Let me finish. Don't torture the council like this, if you

here. Let's not engage in populism. Take the city hospital today, what it is, and what it was. There were seven district hospitals. Maybe it was possible when there were 80,000 or 90,000 people. I understand all that.

But look at the difference. There were seven district hospitals, now there are none. But now surgeries are done just like in clinics in America. The same surgeries are being performed. They just don't want to pay for it, that's

all. There were four departments. Everyone is receiving aid: endoscopes, computers, everything, everything, everything. Do not be offended. I am a resident of the Khorol community; I have lived here for 365 years already.

And here the deputies are dragging things out. Well, let those who are against it take it on their own budget and handle it. Oh, no. As it was, when Serhiy Mykhailovych comes to the village council head, the authorities

A school must provide. It must give a child knowledge. Let’s look at a hospital where surgeons don't perform operations. These people don't perform operations. Mishchenko doesn't treat people. Let there be a hospital. Well, let it be. Well, let it be. But treat

them. Let’s make it functional. How many schools does Serhiy Mykhailovych have? You can treat me however you want . I know my job. How many schools? 15, 20, how many?

Yes. 15-12 schools in the Khorol district. That's how it is. And you all know this perfectly well. They are not functional. Education isn't being provided there because there is no competition; the children don't strive or push forward. They are simply not

there. Children will appear. Serhiy Mykhailovych, schools will open without us. You know that, right? They will appear, they will open. I read the history of Chepeliovka, and things opened and closed there, and everything else. The state will not back down.

Please, create a network, or whatever you call it correctly, that will be functional. Buy more buses, repair the roads, and give the teachers work. Well , don't deceive yourselves. This dragging things back and forth is pointless. With great respect. Vote and

, if you sit there or here, it changes things, do you understand? Because over there in the hall, there is less responsibility than right here. I've been here 35 years and with 25 deputies of various levels, there is less

responsibility in the hall, or maybe none at all. And I will say that nobody likes it, Mykolayovych, the war started , a bunch of small businesses closed, left the tax office, living well, working, and paying absolutely no taxes

. And we can't collect the budget, right, Serhiyovych, or is it not so? They can't, and they just sit there.

They’ve all leaned back, waiting for something to end. We take our children to kindergarten, go to the hospital, there are no roads, and everyone sits there, doesn't pay taxes, and lives well. But I pay, and we can't give

housing for doctors. Everything is correct, no questions, maybe Wednesday, the issue is funds at the end of the year. I am honestly saying we might not be able to use these funds. You understand this perfectly, most of the

entrepreneurs here understand everything. We won't use them, we might not use them, even if we could get some work done. Well, the treasury already has that for us. Yes. They might let it through. Well, I didn't sign it. You

all know. We decided to move forward. Yes, yes, we are moving forward. And as for what we promised, we are doing. I hope there will be insulation and it will be brought up. We are working.

after being a regional council deputy, but I want to tell you that in all my life, I have probably lived through the closing, reorganization, and suspension of activities of all the schools in our district, and now our territorial

community; not once was this issue resolved easily. Every time there were confrontations, confrontation of the authorities, confrontation between deputies, between the population. But somehow, until now, common sense has always prevailed in solving this issue.

I want to ask today, just like this, my fellow deputies, myself personally, and Serhiy Mykhailovych, Oryna Oleksandrivna, what do we want? Uh, for instance, the question in Ukrainian: what is more important for us today, not to tarnish our dignity as deputies

because an unpopular decision was made, with elections coming up, maybe voters will react impulsively without hearing anything?

And perhaps the voters, maybe the voters will then...they'll say we closed the school. Or are we more concerned about the fate of those children whom we are educating in our schools today? Well, let's look at it this way. A school with seven children.

Today, among our deputies, there are eight children. Nine, we don't have. That was at the very beginning. It was, it was, it was. I apologize, but I want to ask, are there parents present in this hall today? Parents, do your

children attend school? Parents, did your children finish school? Parents, are your children currently attending school? Who among you today would, 100% , with a clear conscience and without a shred of doubt, want to send your child to such a school? What kind of

knowledge will they get there? What kind of communication will there be? What kind of relationships will they build during this time? Let’s look at it realistically: seven children versus 240 children—where is the greater advantage, where can a child get more?

Let’s just not think today about the fact that we are deputies and need to preserve our names and popularity.

Let’s just think this time about the fact that those are children there, and let's think about our children’s future and what is important for them.

I think that, first and foremost, it is important for them to receive a full education and a full opportunity to experience their childhood. Just like the majority of their peers, so that when they go somewhere to study after

school, they don't feel a difference because they studied in Koroli, Nova Avramivka, or Shtampelivka. I’m just naming the first educational institutions that come to mind, or if they studied in Novochyste. I, at one time, was personally the first among

those who were categorically against it , because since the Soviet era, I had internalized the saying: "No school, no village." But when they were closing the first school, I don't remember, the Yalosovetsky village council......

that there is no work in the village. Well, there is nothing there. What does that have to do with there being no jobs?

Exactly, Mykhailo, that is what I am leading to. I will never forget that school which was being closed in the Yalosovetsky village council. I don't remember it well, but I remember the building. An old manor house. There were five children studying in the

school. One teacher for all five of them. They didn't have breaks, they didn't have anything. They just sat in that classroom, and it was unclear what they were doing. Since then, I became, well, an ardent defender—not of closing schools, but of the children

who study in such conditions. Therefore , I ask you to think about the future before you vote.

Would you send your child to an educational institution like that, where there are no role-playing games, they don't even socialize? Four years of war, four years of online learning, where there is no internet. That was learning? It didn't exist. And we are

not talking about closing or liquidating the school right now, but about suspending it. If IDPs move in, buy houses and move in and students appear, we will launch it next year.

Well, that’s my opinion. I, colleagues, am more than convinced that we need to vote for the draft decision proposed by Iryna Oleksiiv.

Dear deputies, the department is waiting for us, because in the optimized information system, which is nationwide and handles subvention data from the Ministry of Education, there are zeros for Novachivka. We need a legalized decision.

Besides, if we don't pass the decision, children won't just appear and the school won't start working. We are forming an archive. We cannot submit documents to the archive because we need a decision. And these are people who worked, who supported the archive,

and one more thing: starting next year, we have already had video meetings, we all need to reorganize the network into primary school, gymnasium, lyceum, and also transfer institutions to financial autonomy. This will have to be done from the new school year. Tell me,

please, who will go to Novachivka as an accountant or procurement officer for 0.25 of a salary, if there are no managers there, and people categorically refused to manage this school?

local public roads with a total financing amount in 2026 of 4 million UAH: 1.5 million UAH from the territorial community funds, 2.5 million UAH from other sources of financing. Third. Make amendments to Item 3 of Section 2 "Sidewalks" of the

table of estimated financial provision for measures of the social and economic development program of the Khorol City Council of the Lubny District, Poltava Region, for 2025-2027, regarding the change in the financing amounts. Item 3 . Capital repair of the sidewalk on

Here is another point: look at the state of prices now. Two years ago, 1.7 million was allocated for the doctor's house; today, it is 13 million. Next year it will be 20 million, and the cost two years ago, for all the work we

did, was only 7 million. Everything is three times more expensive. Well, what can we do?

What is this, in the first place, right ? You are patching holes every year. You patch them every year and throw money into the abyss, so maybe this could be endured.
